If the National Animal Identification System (NAIS) is made mandatory, anyone who owns even one horse, chicken, cow, pig, sheep, goat, or any other livestock or poultry, will have to:
• Register their premises with the state and federal government;
• Identify each animal, in most cases with electronic identification;
• Report “events” to a government-accessible database within 24 hours, including every dead or missing animal, private sales, and regional shows.

It is devious legislation enacted by the State of California that prohibits coliform counts to no more than 10 per millimeter in each bottle of raw milk.
However, coliforms are not harmful to human health and it is almost technically impossible to limit raw milk in the bottle to less than 10 coliforms per millimeter.
If the limit of 10 applied to the bulk tank before the milk is transferred to the bottle then this legislation would not be a problem. However, agitation of the milk increases the number of coliform, as studies have shown, and transferring the milk from the tank to the bottle results in agitation. Consequently, placing the 10 coliform limit on the bottle rather than at the tank effectively constitutes a ban on the sell of raw milk.
